بلدية واحدة تحتضن معبراً حدودياً ومخيماً من أكبر مخيمات الساحل وقرى تسبقهما جميعاً. هنا كل مشروع وُثّق فيها: من موّله، وبكم، وماذا أنجز فعلاً — وما قالته أجهزة الرقابة الرسمية عنه. Une seule commune abrite un poste frontière, l'un des plus grands camps du Sahel et des villages qui les précèdent tous. Voici chaque projet qui y est documenté : qui l'a financé, pour combien, ce qu'il a réellement produit — et ce qu'en ont dit les organes de contrôle officiels. Méthodologie : chaque chiffre provient d'un document publié — pages et documents de l'Union européenne, base internationale de transparence de l'aide, rapports de la Banque mondiale, rapport 2022-2023 de la Cour des comptes mauritanienne, fiches du HCR et archives de l'Agence mauritanienne d'information. Là où les sources officielles se contredisent, nous donnons les deux versions.

Methodology: every figure here comes from a published document — European Union pages and documents, the International Aid Transparency Initiative database, World Bank reports, the Mauritanian Court of Auditors’ 2022–2023 report, UNHCR bulletins, and the archive of the Mauritanian News Agency. Where the official sources themselves contradict one another, we present both sides of the contradiction.

Note monétaire — indispensable pour lire tous les chiffres de cette page : la Mauritanie a mené début 2018 une réforme monétaire supprimant un zéro : 1 nouvelle ouguiya (MRU) = 10 anciennes ouguiyas (MRO). Beaucoup de sources ne précisent pas laquelle elles emploient, et le chiffre se trouve multiplié ou divisé par dix à l'insu du lecteur. Nous qualifions donc explicitement chaque montant — « nouvelle ouguiya » ou « ancienne ouguiya » — et ajoutons l'équivalent approximatif en dollars au taux d'environ 40 MRU pour 1 USD (taux indicatif 2024-2026 ; conversions données à titre d'orientation, non officielles). Lorsque la source elle-même ne précise pas l'unité, nous le signalons plutôt que de deviner. Une règle pratique bien connue en Mauritanie : lorsqu'un montant est cité en « millions » ou « milliards » d'ouguiyas sans précision — presse, rapports, langage courant — il s'agit généralement d'anciennes ouguiyas, les gens ayant continué de compter ainsi après la réforme de 2018. En revanche, les documents qui écrivent explicitement MRU (comme les avis d'attribution) sont bien en nouvelles ouguiyas. Nous appliquons cette règle lorsque la source ne précise pas son unité, et nous le signalons.

Currency note — essential for reading every figure on this page: Mauritania carried out a currency reform in early 2018 that dropped one zero, so that one new ouguiya (MRU) = ten old ouguiyas (MRO). Many sources do not specify which one they mean, so a figure can appear ten times larger or smaller without the reader noticing. We therefore label every amount on this page explicitly as “new ouguiya” or “old ouguiya”, and add the approximate dollar equivalent at an exchange rate of around 40 new ouguiyas to one dollar (an approximate rate for 2024–2026; conversions are indicative, not official). Where the source itself does not make clear which ouguiya is meant, we say so rather than guess. A practical rule known to Mauritanians: when an amount is given as “million” or “billion” ouguiyas without further specification — in the press, in reports, or in everyday speech — it usually means old ouguiyas, since people continued counting in them after the 2018 reform. Documents that write MRU explicitly (such as contract-award notices) are definitely in new ouguiyas. We apply this rule here wherever the source does not specify its unit, and we say that we have done so.

C'est la question la plus fréquemment posée localement, et nous n'avons pas pu la trancher par une source décisive. Voici ce qui est établi et ce qui est discuté, plutôt qu'une déduction présentée comme une preuve.

This is the question most frequently raised locally, and we were unable to settle it with a decisive source. Here is what is established and what is disputed, rather than presenting a conclusion dressed up as proof.

المؤكد: الوكالة الوطنية للإحصاء تُدرج المخيم ككيان مستقل في قوائمها («Camp de Réfugiés de Mbera»: 47,725 عام 2013 و41,256 عام 2023)، منفصلاً تماماً عن قرية امبره («Mbera / Mbera 2»: 1,620 ثم 3,158). كما أن مجموع بلديات المقاطعة الأربع يساوي إجمالي المقاطعة المعلن بالضبط (123,337 عام 2023).

Établi : l'agence nationale de statistique inscrit le camp comme entité distincte dans ses listes (« Camp de Réfugiés de Mbera » : 47 725 en 2013, 41 256 en 2023), séparément du village de Mbera (« Mbera / Mbera 2 » : 1 620 puis 3 158). Par ailleurs, la somme des quatre communes égale exactement le total publié de la moughataa (123 337 en 2023).

Established: the National Statistics Agency (ANSADE) lists the camp as a separate entity in its data (“Camp de Réfugiés de Mbera”: 47,725 in 2013 and 41,256 in 2023), entirely separate from the village of Mbera (“Mbera / Mbera 2”: 1,620 then 3,158). Moreover, the sum of the moughataa’s four communes matches exactly the published moughataa total (123,337 in 2023).

وهنا موضع الالتباس: تساوي المجموع مع الإجمالي لا يفصل في المسألة، لأنه يستقيم في الحالتين — سواء كان المخيم داخل أرقام البلديات والمقاطعة معاً، أو خارجهما معاً بوصفه فئة تُنشر على حدة. وهذا خطأ وقعنا فيه في نسخة سابقة من هذه الصفحة وصحّحناه.

C'est là que réside l'ambiguïté : cette égalité ne tranche rien, car elle tient dans les deux cas — que le camp soit compris à la fois dans les communes et la moughataa, ou exclu des deux et publié comme catégorie à part. C'est une erreur que comportait une version antérieure de cette page et que nous avons corrigée.

This is where the ambiguity lies: the fact that the sum matches the total does not settle the matter, because it holds true either way — whether the camp is included in both the commune and moughataa figures, or excluded from both and published as a separate category. This is an error we made in an earlier version of this page and have corrected.

والرواية المحلية — ويؤكدها أهل البلدية — أن رقم 79,508 هو سكان بلدة فصالة وقراها التابعة (نحو ستين قرية، ومنها قرية امبره) دون مخيم امبره إطلاقاً، وأن تعداد المخيم رقم مستقل يُضاف إليه ولا يدخل فيه. وعلى هذه القراءة يكون مجموع الموجودين داخل حدود البلدية = 79,508 + سكان المخيم (41,256 بحسب التعداد، أو نحو 120,000 بحسب الأرقام التشغيلية للمفوضية).

Le récit local — confirmé par les habitants de la commune — veut que les 79 508 correspondent au bourg de Fassala et à ses villages (une soixantaine, dont le village de Mbera), sans aucunement inclure le camp de Mbera, dont le décompte serait un chiffre distinct qui s'y ajoute. Selon cette lecture, le total des personnes présentes dans les limites communales serait de 79 508 + les habitants du camp (41 256 au recensement, ou environ 120 000 selon les chiffres opérationnels du HCR).

The local account — confirmed by residents of the commune — holds that the figure 79,508 is the population of the town of Fassala and its dependent villages (around sixty villages, including the village of Mbera), excluding the Mbera camp entirely, and that the camp’s count is a separate figure added to it, not included within it. On this reading, the total number of people within the commune’s boundaries would be 79,508 + the camp’s population (41,256 according to the census, or around 120,000 according to UNHCR’s operational figures).

وأياً كانت القراءة، تبقى حقيقتان: الأولى أن الرقم لا يفصل بين المضيف واللاجئ — فاللاجئون منتشرون في قرى البلدية وفي البوادي والمراعي وفي بلدة فصالة نفسها. والثانية أن رقم التعداد للمخيم (41,256) أقل بكثير من الأرقام التشغيلية للمفوضية (~120,000) — وهو فارق يوجب على الجهات شرحه.

Quelle que soit la lecture, deux faits demeurent : d'abord, ce chiffre ne distingue pas hôtes et réfugiés — ces derniers sont dispersés dans les villages de la commune, la badiya, les pâturages et le bourg lui-même. Ensuite, le chiffre du recensement pour le camp (41 256) est bien inférieur aux chiffres opérationnels du HCR (~120 000) — un écart que les institutions devraient expliquer.

Whichever reading is correct, two facts remain: first, the figure does not distinguish between host and refugee — refugees are dispersed across the commune’s villages, the badiya, the pasturelands, and the town of Fassala itself. Second, the census figure for the camp (41,256) is far lower than UNHCR’s operational figures (~120,000) — a gap the authorities should explain.

وتنبيه ضروري لتفادي خطأ شائع: الأرقام التي تنشرها الجهات الدولية عن اللاجئين «خارج المخيم» — وهي 46,549 مسجلاً بحسب المفوضية ونحو 170,000 في أكثر من سبعين قرية مضيفة بحسب البنك الدولي — تخص ولاية الحوض الشرقي كلها، لا بلدية فصالة وحدها. فهؤلاء موزعون على فصالة والمكفة والظهر ومقاطعة عدل بكرو وبلديات أخرى محاذية للحدود المالية. ونسبةُ هذا الرقم إلى فصالة وحدها خطأ يتكرر كثيراً في التغطيات، ونحرص هنا على تجنبه.

Avertissement nécessaire pour éviter une erreur courante : les chiffres publiés par les institutions internationales sur les réfugiés « hors camp » — 46 549 enregistrés selon le HCR et environ 170 000 dans plus de soixante-dix villages d'accueil selon la Banque mondiale — concernent l'ensemble de la wilaya du Hodh Ech Chargui, et non la seule commune de Fassala. Ces personnes sont réparties entre Fassala, El Megve, Dhar, la moughataa d'Adel Bagrou et d'autres communes frontalières du Mali. Attribuer ce chiffre à Fassala seule est une erreur fréquente dans les reportages, que nous tenons à éviter ici.

A necessary warning to avoid a common mistake: the figures published by international bodies on refugees “outside the camp” — 46,549 registered according to UNHCR and around 170,000 across more than seventy host villages according to the World Bank — concern the whole of Hodh Ech Chargui wilaya, not Fassala commune alone. These people are distributed across Fassala, El Megve, Dhar, Adel Bagrou moughataa, and other communes along the Malian border. Attributing this figure to Fassala alone is an error that recurs often in coverage, and we take care to avoid it here.

Témoignage du rédacteur du site, présent à l'atelier : le rédacteur de ce site déclare avoir assisté à un atelier tenu dans la moughataa, au cours duquel le hakem de la moughataa de Bassikounou a indiqué que la commune de Fassala compte environ 79 000 habitants, Mauritaniens et réfugiés confondus, sans compter le camp de Mbera. Ceci est publié comme un témoignage direct du rédacteur, sous sa responsabilité, et non comme la citation d'un document écrit ou d'un enregistrement — aucune couverture de presse n'a été publiée sur cet atelier.

Testimony of the site’s editor, present at the workshop: the editor of this site states that he attended a workshop held in the moughataa, at which the hakem of Bassikounou moughataa stated that the commune of Fassala has a population of around 79,000, citizens and refugees combined, excluding the Mbera camp. This is published as a direct testimony from the site’s editor, on his own responsibility, not as a citation from a written document or recording — no media coverage of this workshop was published.

Le rédacteur ajoute, de sa connaissance du terrain : que la moughataa de Bassikounou compte environ 116 000 habitants et que le camp de Mbera, statistiquement distinct, approche à lui seul les deux cent mille personnes.

The site’s editor further adds, from his knowledge of the area, that Bassikounou moughataa as a whole has around 116,000 inhabitants, and that the Mbera camp, an entirely separate count, approaches two hundred thousand people on its own.

Au lecteur de comparer aux données publiées : le recensement donne 123 337 pour la moughataa et 41 256 pour le camp ; les chiffres opérationnels du HCR donnent environ 120 000 dans le camp et près de 293 000 réfugiés dans l'ensemble de la wilaya, dont environ 170 000 hors camp. Il se peut que le chiffre de « deux cent mille » qui circule localement décrive le camp et ses abords immédiats plutôt que le camp seul — une hypothèse de conciliation plausible, que nous présentons comme telle et non comme un fait.

Readers may compare this with the published data: the official census gives the moughataa 123,337 and the camp 41,256; while UNHCR’s operational figures give around 120,000 within the camp and around 293,000 refugees across the whole wilaya, of whom around 170,000 are outside the camp. It is possible that the locally circulated figure of “two hundred thousand” describes the camp and its immediate surroundings together, not the camp alone — a plausible reconciling interpretation, which we present as a possibility, not a fact.

Et une troisième réserve, la plus importante : le recensement a dénombré 41 256 personnes dans le camp, alors que les chiffres opérationnels du HCR évoquent environ 120 000 à la même période. Autrement dit, le chiffre communal (79 508) est lui-même très inférieur au nombre de personnes réellement présentes dans ses limites. Chaque source a sa méthode — le recensement compte les présents la nuit de référence, l'enregistrement compte les inscrits — mais l'écart est assez large pour exiger une explication.

And there is a third, more important reservation: the census counted 41,256 people in the camp, while UNHCR’s operational figures put it at around 120,000 for roughly the same period. In other words, the commune figure (79,508) is itself far lower than the number of people actually present within its boundaries. Each has its own methodology — the census counts residents present on census night, while registration counts those enrolled — but the gap is wide enough to require an explanation from the authorities.

ومهما كان الرقم الصحيح، تبقى الحقيقة الإدارية واحدة: بلدية فصالة تتحمل عبئاً خدمياً يفوق حجمها الأصلي بأضعاف — مركزها الحدودي لا يتجاوز أحد عشر ألف نسمة، وتحتوي داخل حدودها أكبر تجمع لجوء في البلاد.

Quel que soit le chiffre exact, la réalité administrative demeure : la commune de Fassala supporte une charge de services sans commune mesure avec sa taille initiale — un chef-lieu de onze mille habitants qui abrite dans ses limites la plus grande concentration de réfugiés du pays.

Whatever the correct figure, the administrative reality remains the same: the commune of Fassala carries a service burden many times greater than its original size — its border town centre numbers no more than eleven thousand people, yet it contains within its boundaries the largest refugee concentration in the country.

وقد صرّح عمدة البلدية شيخنا ولد عبد الله في يوليو 2026 بأن فصالة تستضيف نحو ثلث لاجئي الولاية. ويقدّر تقرير للبنك الدولي (أبريل 2026) أن من بين نحو 290,000 لاجئ في الجهة، 170,000 يعيشون في أكثر من سبعين قرية مضيفة «كثير منها لم يتلقَّ أي مساعدة» — وقرى فصالة في صلب هذه الفئة.

Le maire Cheikhna Ould Abdallahi déclarait en juillet 2026 que Fassala accueille près d'un tiers des réfugiés de la wilaya. Un rapport de la Banque mondiale (avril 2026) estime que sur environ 290 000 réfugiés dans la région, 170 000 vivent dans plus de soixante-dix villages d'accueil « dont beaucoup n'ont reçu aucune aide » — les villages de Fassala en font pleinement partie.

The mayor, Cheikhna Ould Abdallahi, stated in July 2026 that Fassala hosts around a third of the wilaya’s refugees. A World Bank report (April 2026) estimates that of around 290,000 refugees in the region, 170,000 live in more than seventy host villages, “many of which have received no assistance at all” — and Fassala’s villages are squarely among them.

يتداول كثيرون أن «ستةً وثلاثين مليون دولار أُنفقت على خزان مياه في فصالة». هذا غير صحيح، والتصحيح مهم لأن المبالغة تُضعف النقد بدل أن تقوّيه: المبلغ هو ميزانية مشروع وطني كامل يغطي عدة ولايات موريتانية، ولا يخص فصالة وحدها.

Beaucoup répètent que « trente-six millions de dollars ont été dépensés pour un réservoir d'eau à Fassala ». C'est inexact, et la rectification importe : l'exagération affaiblit la critique au lieu de la renforcer. Ce montant est le budget d'un projet national entier couvrant plusieurs wilayas, et non de la seule Fassala.

Many claim that “thirty-six million dollars were spent on a water reservoir in Fassala”. This is incorrect, and the correction matters, because the exaggeration weakens the criticism rather than strengthening it: the amount is the budget of an entire national project covering several Mauritanian wilayas, not Fassala alone.

Selon les documents de la Banque mondiale, la deuxième composante — dédiée à la zone des deux Hodhs — s'élève à environ 12,7 millions de dollars et couvre l'ensemble suivant : réhabilitation du réseau d'eau du camp de Mbera puis transfert au ministère, construction de 2 400 latrines familiales partagées dans le camp, réseau de drainage pluvial, traitement des boues, réhabilitation de 43 réseaux d'adduction dans le Hodh Ech Chargui, construction de 74 mini-réseaux et 6 réseaux classiques dans les deux Hodhs, 328 blocs de latrines dans les équipements publics, et l'étude de la nappe du Dhar — le système de Fassala n'étant qu'un élément parmi ces dizaines.

According to World Bank documents, the project’s second component — allocated to the Two Hodhs region — costs around $12.7 million, and covers a broad set of works: rehabilitation of the Mbera camp’s water network and its transfer to the Ministry of Water, construction of 2,400 shared household latrines in the camp, a stormwater drainage network there, sludge treatment, rehabilitation of 43 piped water networks in Hodh Ech Chargui, construction of 74 mini water networks and 6 standard networks across the Two Hodhs, 328 latrine blocks at public facilities, and a study of the Dhar’s groundwater aquifer — with the Fassala system being just one of these dozens of works.

Mais c'est ici que se pose la vraie question, plus lourde que la rumeur : après examen des documents disponibles du projet, nous n'avons trouvé aucun chiffre publié pour le coût du seul système de Fassala — ni le réservoir, ni les trois forages, ni le réseau. Le citoyen qui voit son système à l'arrêt ne peut ni connaître son coût, ni le comparer au résultat, ni demander : comment construit-on ce qui a coûté des millions pour l'abandonner ensuite faute de cent vingt litres de carburant par jour ?

But here lies the real question, heavier than the rumour: the cost of the Fassala system alone has not been published — neither the reservoir, nor the three boreholes, nor the network. The citizen who sees his system stopped pumping cannot know how much it cost, cannot compare the cost to the result, and cannot ask: how is something that cost millions built, only to be abandoned for the sake of one hundred and twenty litres of fuel a day?

For comparison, a documented case from the sister tender of this same agency (no. 04/CPMP-ANESP/2025): its lot 2 was declared void for "budget overrun" despite thirty-three bids having been received. This shows that the agency does sometimes publish the reason for cancellation and the number of bids — which makes its non-publication of the Fassala lot's details a choice, not a technical constraint.

Deux observations précises : le montant est de 4 993 869 au PV d'ouverture et de 4 993 683 à l'avis d'attribution — 186 MRU d'écart entre deux documents officiels. Par ailleurs, l'avis d'attribution renvoie au DAO N° 01 quand le PV et l'avis d'annulation renvoient au DAO N° 02. Probablement des écarts de forme, mais les consigner fait partie de la rigueur.

Two precise observations: the amount in the bid-opening record is 4,993,869, while the award notice gives 4,993,683 — a difference of 186 new ouguiya between two official documents. The award notice also refers to DAO N° 01, while the opening record and the cancellation notice refer to DAO N° 02. These are probably formal discrepancies, but recording them is part of accuracy.

For necessary comparison: this contract was finally awarded in August 2025 for a term of twelve months — and yet the World Bank's official implementation report recorded that the indicator for electricity access for 115,000 people stood at zero as at 9 April 2026, with only 17.1% of the electrification component disbursed.

أطلقت الشركة الموريتانية للكهرباء المناقصة DAO N°13/CMI/2025 لكهربة خمس قرى في مناطق الفقر الريفي بولايتَي الحوض الشرقي والحوض الغربي، وأولاها «امبره 2» — أي قرية امبره التابعة لبلدية فصالة. نُشرت في 22 أكتوبر 2025، ووردت عشرة عروض.

La SOMELEC a lancé l'appel d'offres DAO N°13/CMI/2025 pour l'électrification de cinq localités des zones de pauvreté rurale du Hodh Chargui et du Hodh El Gharbi, à commencer par « Mberaa2 » — le village de Mbera, commune de Fassala. Publié le 22 octobre 2025, il a reçu dix offres.

SOMELEC launched tender DAO N°13/CMI/2025 for the electrification of five villages in rural poverty areas of Hodh Ech Chargui and Hodh El Gharbi, the first being “Mbera 2” — namely the village of Mbera in the commune of Fassala. It was published on 22 October 2025 and received ten bids.

Le 13 février 2026, après avis favorable de la Commission nationale de contrôle des marchés publics, la commission a déclaré l'appel d'offres infructueux « en raison de la non-conformité de l'ensemble des offres reçues aux exigences du dossier ». Soit dix offres toutes rejetées, et un village qui reste sans projet d'électrification en cours.

On 13 February 2026, following a favourable opinion from the National Public Procurement Oversight Commission, the procurement committee declared the tender unsuccessful “owing to the failure of all bids received to comply with the requirements of the tender file”. Le cahier des charges techniques obligeait l'entreprise à réaliser huit puits par marché, à les équiper et à les remettre à l'administration. Sur le tronçon Bassiknou–Fassala, la Cour des comptes constate :

The technical specifications required the contractor to drill eight wells, equip them and hand them over to the administration under each contract. On the Bassiknou–Fassala section, the Court of Auditors recorded:

لا يمكن الحكم على مشاريع فصالة دون فهم ما تحمله هذه البلدية فعلاً. فهي البوابة الحدودية الأولى بين مالي وموريتانيا، وصاحبة نصيب الأسد من اللاجئين والنازحين — وأول المتضررين من ضغط لم تختره. On ne peut juger les projets de Fassala sans comprendre ce que cette commune porte réellement. Elle est la première porte frontalière entre le Mali et la Mauritanie et supporte la part du lion des réfugiés et déplacés — première victime d'une pression qu'elle n'a pas choisie. Fassala's projects cannot be judged without understanding what this commune actually bears. It is the primary border gateway between Mali and Mauritania, and hosts the lion's share of refugees and displaced people — the first to bear the brunt of a pressure it did not choose.

Ici, le réfugié n'arrive pas seul : il arrive avec son troupeau. Le réseau FEWS NET a documenté que les arrivées des vagues de 2023 et 2024 ont amené environ 240 000 têtes de bétail, doublant la pression sur l'eau et les pâturages dans une zone dont l'équilibre pastoral était déjà fragile.

In this region, a refugee does not arrive alone: they arrive with their herd. FEWS NET has documented that arrivals in the 2023 and 2024 waves brought with them around 240,000 head of livestock, doubling the pressure on water and pasture in an area whose pastoral balance was already fragile.

وهذا يفسّر ما يعيشه أهل البلدية يومياً: جفاف المراعي القريبة، وتنافس على نقاط المياه، وتراجع الغطاء النباتي. ويضاف إليه استهلاك الحطب — إذ يُقدَّر استهلاك مخيم امبره وحده بنحو ستين طناً من الحطب يومياً، ونصف أسر المخيم فقط تستعمل غاز البوتان.

Cela explique le quotidien des habitants : assèchement des pâturages proches, concurrence sur les points d'eau, recul du couvert végétal. S'y ajoute la consommation de bois — celle du seul camp de Mbera est estimée à soixante tonnes par jour, la moitié seulement des ménages y utilisant le butane.

This explains what the commune's residents experience daily: the drying-up of nearby pastures, competition over water points, and the decline of vegetation cover. Added to this is firewood consumption — the consumption of Mbera camp alone is estimated at around sixty tonnes of firewood a day, with only half of the camp's households using butane gas.

حرائق المراعي في موسم الجفاف من أخطر ما يهدد هذه المنطقة، ومعظمها بشري المصدر — من نيران الطبخ والشاي ومن ممارسات الرعي. والدليل على حجم الظاهرة أن فرقة إطفاء متطوعة تأسست عام 2018 أخمدت منذ ذلك التاريخ أكثر من مئتين وخمسين حريقاً حاميةً ما يزيد على مئة ألف هكتار، وأنجزت منذ 2020 أكثر من ألفَي كيلومتر من خطوط منع الحريق بأكثر من مئتَي متطوع — ونالت على ذلك جائزة نانسن الإقليمية لإفريقيا عام 2022.

Les feux de pâturage en saison sèche comptent parmi les pires menaces de la zone, et la plupart sont d'origine humaine — feux de cuisine et de thé, pratiques pastorales. L'ampleur du phénomène se mesure à ceci : une brigade de pompiers volontaires créée en 2018 a depuis éteint plus de deux cent cinquante incendies, protégeant plus de cent mille hectares, et tracé depuis 2020 plus de deux mille kilomètres de pare-feux avec plus de deux cents volontaires — ce qui lui a valu le prix Nansen régional Afrique en 2022.

Pasture fires in the dry season are among the most serious threats facing this region, and most are of human origin — from cooking and tea fires and from grazing practices. The scale of the phenomenon is shown by the fact that a volunteer fire brigade founded in 2018 has since extinguished more than two hundred and fifty fires, protecting more than a hundred thousand hectares, and has, since 2020, cleared more than two thousand kilometres of firebreaks with more than two hundred volunteers — for which it received the Nansen Regional Award for Africa in 2022.

This figure can be read in two ways: it testifies to the courage of local volunteers, and at the same time it indicates that fires are a recurring seasonal phenomenon rather than an isolated incident — and that their cost falls on the pasture on which the commune's people depend for their livelihood.

رغم كل هذا الضغط، فإن الملمح الأبرز في هذه البلدية هو تقبّل السكان للوضع واعتبارهم اللاجئين إخواناً وجيراناً — وهو موقف تؤكده التغطيات الدولية التي وصفت المنطقة بأنها نموذج في استضافة اللجوء رغم فقر مواردها.

Malgré cette pression, le trait le plus marquant de cette commune reste l'acceptation par les habitants et le fait qu'ils considèrent les réfugiés comme des frères et des voisins — une attitude confirmée par les couvertures internationales qui décrivent la zone comme un modèle d'accueil malgré la pauvreté de ses ressources.

Les principaux motifs de tension qu'il a documentés sont précisément ceux dont se plaignent les habitants : la coupe du bois et la gestion de l'eau. This has taken shape in documented practical arrangements: a joint committee between the village of Mbera and the camp for resolving disputes, facilitated by INTERSOS, which works through traditional local mediation before escalation to the administrative authorities. The main causes of conflict this committee has documented are precisely what the local people complain of: tree-felling and the management of water resources. Among its practical solutions is a schedule for villagers and refugees to take turns at water points, to avoid overcrowding.

Par ailleurs, deux villages de la commune de Fassala — Medd Allah et Dar Naïm — ont connu en avril 2024 une incursion de forces maliennes et du groupe Wagner, première du genre sur cette bande frontalière.

Also officially documented in the same context: the authorities imposed restrictions on the movement of foreigners — including refugees — in the Hodh Ech Chargui region since April 2024, for security reasons, and UNHCR continues to follow up on the matter with the authorities. Two villages belonging to the commune of Fassala — Medd Allah and Dar Naim — also experienced an incursion by Malian forces and the Wagner group in April 2024, the first contact of its kind along this border strip.

Parce que le besoin à Fassala n'est pas celui d'un bourg de onze mille habitants, mais celui d'un territoire qui porte une porte frontalière, la plus grande concentration de réfugiés du pays sur son sol, des centaines de milliers de têtes de bétail arrivées et une saison des feux chaque année. Or ce que les marchés documentés lui allouent, c'est : un centre de santé à 80,9 millions d'ouguiyas et des salles de classe plus une mairie à 4,99 millions — face à 128,8 millions MRU pour une seule route desservant le camp.

Because the need in Fassala is not the need of a town of eleven thousand people, but the need of an area that carries a border crossing, the largest concentration of refugees in the country on its soil, hundreds of thousands of head of incoming livestock, and an annual fire season. Yet what has been allocated to this commune in the documented contracts is: a health centre for MRU 80.9 million, and classrooms and a town hall for MRU 4.99 million — against MRU 128.8 million for a single road serving the camp.

À l'inverse, et par la même exigence d'honnêteté : le président de la Cour des comptes déclarait le 13 octobre 2025 que les observations portaient sur « des erreurs de gestion et d'administration » et qu'« aucune pratique qualifiable de fraude ou de détournement n'a été relevée » ; le parquet a classé, le 9 décembre 2025, les poursuites contre vingt-quatre personnes pour insuffisance de preuves. Et nous n'avons trouvé aucun constat officiel nommant une organisation opérant à Fassala.

Conversely, in the same spirit of fairness: the President of the Court of Auditors stated on 13 October 2025 that the findings in its report «concern management and administrative errors» and that «no practices classifiable as fraud or embezzlement were identified», and the Public Prosecutor's Office closed, on 9 December 2025, the case against twenty-four suspects for insufficient evidence. There is no official oversight finding naming any specific organisation among those operating in Fassala.

What we are calling for is simple: that three things be published for every project in this commune — the detailed budget, the share that actually reached the final beneficiary, and the outcome indicator two years after handover. A water system that has stopped pumping is not measured by the number of its wells but by the litres of water that reached homes, and a school is not measured by the number of its classrooms but by the number of pupils in it after two years.
